AI chatbots have been shown to be “unreliable and clearly biased” when offering voting advice, the Dutch data protection authority (AP) has stated, issuing warnings about a potential threat to democracy just over a week before the country’s general election.
Study Shows Repeated Partiality in AI Suggestions
The four chatbots tested by the authority “often end up with the same two parties”, regardless of the voter’s inquiry or input, the watchdog explained in a report published ahead of the 29 October election.
In more than half of the cases, the chatbot suggested either the right-wing PVV of the politician Geert Wilders or the progressive GroenLinks-PvdA led by the former European Commission vice-president Frans Timmermans.
Certain groups, such as the centre-right CDA, “are rarely ever cited”, despite the fact that the user’s input precisely aligns with the stances of these political entities, the report indicated.
Authority Figure Cautions Against Using AI Chatbots for Election Advice
The deputy head of the data protection agency, Monique Verdier, commented that while chatbots may seem like clever tools, “for election guidance, they repeatedly fall short”. Voters were being pushed toward a political group that might not correspond to their ideological beliefs, she emphasized.
“This immediately affects a cornerstone of democracy: the honesty of open and just votes,” Verdier stated. “We thus caution against employing AI assistants for voting advice, as their functioning is opaque and hard to confirm.”
Election Context and Party Dynamics
The Dutch head to the polls on October 29 in an election that will be closely watched around Europe for the performance of the PVV.
The right-leaning group of Wilders is leading the polls but the gap to the left-wing and centre-right parties appears to be narrowing, with numerous electors yet to make up their minds.
All major parties have rejected a coalition with the PVV, implying the party that comes second is highly probable to supply the future head of government.
Unintentional Bias Linked to Chatbot Functioning
The AP stressed that the bots were not deliberately biased, and that their “identified shortcomings” are a consequence of the way AI chatbots operate.
